Dear President Pollack,

I would like to formally convey to you EA R5: Clarification of Section 1.9 in the Bylaws. The resolution was sponsored by our Parliamentarian, Pilar Thompson and Kevin Fitch, Vice Chair of Operations.

The resolution was drafted in response to concerns voiced by the Assembly and by you after the passage of a resolution supporting the Ithaca Plan last term when the number of abstentions far exceeded the number of votes in support of the resolution. The resolution preserves a voting member’s right to abstain, but does prevent an action from succeeding if the number of abstentions is greater than the number of votes cast in favor.

I have attached a red-lined version of the resolution with its amendments to this email. The resolution was passed by a vote of 19-0-0 on November 15, 2017.
